Advance Authorisation in India
Advance Authorisation allows eligible exporters to import specified inputs without payment of applicable customs duties when those inputs are required for manufacturing goods that will be exported. The authorisation is normally linked to a specific export product, input quantity, CIF value, SION or another approved norm, and an Export Obligation that must be completed within the applicable period.
The scheme can be used by a manufacturer exporter or by a merchant exporter tied to a supporting manufacturer. This makes it useful not only for companies that own manufacturing units but also for export businesses that work with an identified production partner.
In most standard cases, the authorisation provides approximately 12 months for imports and 18 months for fulfilment of the Export Obligation. The general minimum value-addition requirement is 15%, although certain commodities have different requirements.
The compliance process continues even after the raw material has entered India. The manufacturer needs to maintain records of imports, consumption and exports, link Shipping Bills correctly and complete the EODC process after fulfilment of the export obligation.

Why Manufacturers Use Advance Authorisation

This becomes particularly valuable where imported material represents a significant percentage of the total cost of the finished product.
Consider an engineering manufacturer that receives an export order worth ₹4 crore and needs imported alloy, specialised components and industrial chemicals worth ₹1.20 crore. If one of the major inputs attracts 7.5% Basic Customs Duty, the BCD component on ₹1.20 crore would be around ₹9 lakh in a simplified calculation.
If the manufacturer imports similar inputs 3 or 4 times during the year, several tens of lakhs of rupees can remain tied up in customs-duty payments under a normal import structure. Advance Authorisation can reduce that burden where the transaction meets the applicable conditions.
The working-capital benefit can also improve production planning. A manufacturer that does not need to block ₹20 lakh or ₹30 lakh in import duties can use that cash for supplier payments, wages, packaging, inland transport or export freight.
However, the scheme should be evaluated carefully. IGST paid on normal imports may often be eligible for input tax credit, so an IGST exemption should usually be understood partly as a cash-flow advantage rather than a permanent saving in every case.
This is why the scheme works best when the business calculates the actual duty saved, the compliance cost, the export-obligation risk and the financial value of faster working-capital rotation.
Who Can Apply for Advance Authorisation?
Advance Authorisation is available to a manufacturer exporter and also to a merchant exporter tied to a supporting manufacturer. This makes the scheme relevant to a wide range of export businesses.
For example, a merchant exporter in Delhi may secure a ₹3 crore overseas order for engineering components while the actual manufacturing is completed by a supporting factory in Faridabad. The Advance Authorisation can be structured around that relationship, provided the supporting manufacturer and production framework are properly reflected.
This structure matters because the supporting manufacturer is not simply a vendor. The manufacturing arrangement becomes part of the compliance chain connected with the imported material and resultant export.
The exporter should therefore decide the correct applicant structure before filing. If the company files as though it is manufacturing the product itself but production is actually taking place elsewhere, Customs and DGFT records can become inconsistent later.
For regular merchant exporters, the correct supporting-manufacturer structure can make the difference between a smooth licence lifecycle and repeated clarification during Customs clearance or EODC.
What Can Be Imported Duty-Free Under Advance Authorisation?
Advance Authorisation generally covers inputs that are physically incorporated into the final export product, together with normal wastage as allowed under the applicable input-output norm. Depending on the product and policy framework, fuel, oil, catalysts or other inputs consumed during production may also be permitted.
The scheme is therefore designed for genuine export manufacturing. It is not a general mechanism for importing unrelated goods without paying customs duty.
Consider a manufacturer exporting industrial pumps. Its authorised inputs may include a specific grade of steel, seals, bearings or imported electronic controls if these inputs form part of the resultant product and are covered within the applicable norm.
Another manufacturer exporting chemical products may require specialised raw materials and catalysts. Here again, the quantity and description need to remain linked to the export product and approved input-output ratio.
The key issue is not simply whether the raw material is used somewhere in the factory. It needs to fit within the authorised production framework.
This is why a proper input-output study should be completed before the Advance Authorisation application is filed.
Which Customs Duties Can Be Exempt?
Advance Authorisation can provide exemption from Basic Customs Duty and other specified duties under the applicable Customs and DGFT framework. Depending on the transaction and prevailing rules, Integrated Tax, Compensation Cess and certain trade-remedy duties may also receive prescribed exemption treatment.
The actual benefit varies by HS Code. One raw material may attract 5% BCD, while another may attract 7.5%, 10% or another applicable rate. Additional duties may also differ depending on the product and country of origin.
Consider a simplified raw-material import worth ₹2 crore where the applicable BCD is 7.5%. The BCD component alone would be approximately ₹15 lakh.
If the same business makes 3 such imports in a year, the simplified BCD amount becomes around ₹45 lakh. For a company operating on a 10% or 12% operating margin, that level of cash retention can materially affect profitability and working-capital requirements.
However, the correct calculation should always use the actual HS Code, assessable value and applicable Customs notification. A consultant should therefore calculate the expected duty benefit before the company decides whether to use the scheme.
What Is the Actual User Condition?
The Actual User condition is one of the most important controls under Advance Authorisation. It means that imported duty-free material is meant for use within the authorised production framework and cannot simply be treated like normal freely tradable inventory.
For example, suppose a manufacturer receives approval to import 100 tonnes of specialised polymer duty-free. If actual production uses only 85 tonnes, the remaining 15 tonnes cannot automatically be sold in the domestic market simply because the company has excess stock.
The unused material remains connected with the Advance Authorisation conditions. Depending on the situation, duty, interest or another regularisation process can become relevant.
The Actual User condition therefore creates a direct connection between procurement planning and compliance. If purchasing teams import significantly more material than production actually requires, the company may create a future liability.
For this reason, manufacturers should avoid applying for the maximum possible quantity simply because the scheme allows it. The authorised quantity should be based on realistic production and export requirements.
What Is SION and Why Does It Matter?
SION stands for Standard Input Output Norms. It defines the permitted relationship between the imported input and the resultant export product.
For manufacturers, SION is often the commercial foundation of the scheme because it determines how much raw material can be imported against a given quantity of export production.
Suppose a particular norm permits 105 kg of input for manufacturing 100 kg of the finished export product, including normal wastage. If the business plans to export 200 tonnes of finished goods, the eligible input requirement needs to be calculated using that ratio.
The procurement department cannot independently increase the import quantity to 250 tonnes because the supplier is offering a volume discount. The authorisation entitlement still needs to follow the approved norm.
A 5% entitlement error on a ₹10 crore input programme can represent ₹50 lakh of material. This is why SION should be checked using the Bill of Materials, production records and actual technical process rather than only commercial estimates.
The correct sequence is to understand the export product first, confirm the applicable SION and then determine the import quantity.
What If No SION Exists?
Not every export product has a ready-made SION. This is common in customised machinery, specialised engineering components, new chemical formulations and products where the manufacturing process differs from standard industry norms.
In these cases, the exporter may need to evaluate another permitted norm-fixation route. Depending on the situation, this can involve application to the Norms Committee, self-declaration or an eligible self-ratification route.
The exporter may need to provide detailed technical information showing why a particular input quantity is required. This can include production flow, Bill of Materials, technical specifications, drawings, wastage calculations and Chartered Engineer certification where applicable.
The risk is that the final accepted norm can be lower than the quantity originally expected by the manufacturer. If the company has already imported excess material duty-free, additional duty and interest exposure can arise.
For a high-value project, the difference can be substantial. If a manufacturer estimates ₹3 crore of eligible input and the final approved entitlement is 8% lower, approximately ₹24 lakh of input value may need additional review.
This is why technical justification becomes especially important where no notified SION exists.
Advance Authorisation Application Process
The application process should begin with the export product rather than the import. The exporter first identifies what will be exported, how it will be manufactured and which imported inputs are required.
The next step is to check whether a suitable SION is available. If the norm exists and correctly represents the production process, the input quantities can be calculated accordingly. Where no suitable norm exists, the applicant may need to proceed through another permitted norms route.
The exporter then prepares the Advance Authorisation application with details of the export product, input description, quantity, CIF value, expected export value, technical information and value addition. Where a supporting manufacturer is involved, those details also need to be correctly incorporated.
After DGFT issues the authorisation, it needs to become available in the Customs ecosystem so it can be used during import clearance. Before the first shipment reaches India, the exporter should confirm that the licence data, supplier documents and Customs records are aligned.
The process then continues through imports, production, export Shipping Bills and eventual closure.

Advance Authorisation documentation changes throughout the licence lifecycle. The documents needed when applying are different from the documents required during Customs clearance and EODC.
At the application stage, the exporter needs clear information about the export product, imported inputs and production relationship. Export orders, Bill of Materials, SION, technical documents and supporting-manufacturer details can become relevant depending on the structure.
During the import stage, the Commercial Invoice, Packing List, Bill of Lading or Airway Bill, Bill of Entry and Advance Authorisation need to support the same input description.
During the export stage, Shipping Bills become particularly important because they provide evidence of the export obligation. Production and consumption records then connect the imported material with the exported finished goods.
The strongest compliance practice is to maintain one digital authorisation file from the first day. Every import and export record should be added to this file instead of being collected 18 months later.

How Customs Clearance Works Under Advance Authorisation
One of the most important operational points is that DGFT issues the authorisation, but Customs gives effect to the duty exemption when the goods actually arrive.
The imported material should correspond with the description, technical characteristics, quantity and value allowed under the authorisation. The Bill of Entry also needs to correctly reference the applicable licence so that Customs can debit the authorised entitlement.
Consider a manufacturer whose Advance Authorisation allows 30,000 kg of “High Performance Polymer Grade A.” The supplier invoice arrives with the description “Industrial Resin Grade 101.” Although the importer knows they refer to the same commercial material, Customs may still require technical clarification before accepting the licence debit.
If this issue is discovered while the goods are still overseas, the supplier documentation can often be corrected before arrival. If it is discovered after the container reaches the port, every additional day consumes equipment free time.
For regular importers, one of the simplest controls is to provide the overseas supplier with the approved licence description before shipment. The supplier invoice, Packing List and technical certificate should use terminology that can be reconciled with the authorisation.
This small control can prevent a much larger port-clearance problem.
Import Validity – Why 12 Months Matters
The standard import-validity period under Advance Authorisation is generally 12 months from the date of issue. This is separate from the Export Obligation period.
Suppose an authorisation is issued on 1 September. The procurement team should immediately map all planned overseas purchase orders across the following 12 months.
If a supplier requires 45 days for production and sea transit takes another 20 days, purchase orders placed too close to the end of the validity period can create unnecessary risk.
The manufacturer should therefore not think only in terms of “licence expiry.” The 12-month period should be translated into a real procurement calendar.
For example, if 8 containers are expected during the year, the company should decide in advance whether they will arrive monthly, quarterly or according to production demand.
A controlled import schedule also reduces the risk of importing too much stock early and later struggling with the Actual User condition or export obligation.
Export Obligation – Why 18 Months Matters
The normal Export Obligation period under a standard Advance Authorisation is generally 18 months from the date of issue.
For a manufacturer, 18 months may sound like a long period, but the timeline can become tight when production delays, customer cancellations or market changes occur.
Suppose a business receives an authorisation based on an expected ₹8 crore export programme. At month 9, only ₹2.5 crore of exports have been completed. The company is already behind the planned run rate.
If the business waits until month 17 to review the shortfall, it may have little time left to recover.
A better approach is to track the EO every month or quarter. The dashboard should show authorised input value, imported quantity, consumed quantity, completed exports, remaining export value and remaining time.
If the 18-month period is divided into 6 quarters, management can quickly see whether the business is progressing at approximately 15%, 30%, 50%, 70%, 85% and 100% of the expected programme or falling behind.
This turns Advance Authorisation from a compliance document into an operational KPI.
Special Export Obligation Extension in 2026
A specific temporary relief was provided in 2026 for qualifying authorisations whose original or already extended Export Obligation period expired between 1 March 2026 and 31 May 2026.
For those qualifying cases, the period was extended up to 31 August 2026.
This should not be confused with the normal 18-month Export Obligation period. The August 2026 deadline is a special relief applicable only to the specified category of authorisations.
For companies with older open licences, this temporary extension can be important because it may provide additional time to complete exports or regularise the position.
However, management should not treat extensions as the normal operating model. An exporter that repeatedly depends on EO extensions may have a deeper mismatch between import planning and export demand.
The best approach is still to complete the planned exports inside the original obligation period wherever possible.
Export Obligation Extension and Fees
Where the export obligation cannot be completed within the normal period, an extension may be available under the applicable conditions.
The first extension can generally be considered for up to 6 months, subject to payment of the applicable composition fee.
A current fee structure includes approximately ₹5,000 for authorisations up to ₹2 crore CIF, ₹10,000 for more than ₹2 crore and up to ₹10 crore, and ₹15,000 above ₹10 crore.
Consider a manufacturer with a ₹6 crore authorisation. If the company needs a first extension and the applicable fee is ₹10,000, the fee itself is relatively small compared with the authorisation value.
The real concern is the underlying shortfall.
If only 60% of exports have been completed, management should determine why the remaining 40% has not moved. Possible reasons may include cancelled orders, production delays, imported-material shortages or weak demand.
An extension should therefore be used as a controlled compliance tool, not a substitute for export planning.
Minimum Value Addition – 15% Rule
The general minimum value addition under Advance Authorisation is commonly 15%, subject to product-specific exceptions.
Value addition essentially ensures that the exporter is not simply importing inputs duty-free and exporting goods at almost the same value without creating the prescribed economic addition.
Consider a simplified input base of ₹1 crore. At a 15% value-addition requirement, the corresponding export-value variable would need to reach approximately ₹1.15 crore, assuming no additional adjustments.
If the input base is ₹3 crore, 15% represents ₹45 lakh, meaning the simplified export-value target becomes around ₹3.45 crore.
This has an important implication for export pricing.
Suppose a sales team negotiates a contract worth only ₹3.20 crore against authorised input value of ₹3 crore. Even if the transaction looks commercially attractive from a gross-margin perspective, the company needs to check whether it satisfies the scheme’s value-addition requirement.
For this reason, finance, sales and compliance teams should review the value-addition calculation before the export price is finalised.
Advance Authorisation for Annual Requirement
Advance Authorisation for Annual Requirement can be particularly useful for regular manufacturers with predictable export programmes and products covered by notified SION.
Eligibility normally includes past export performance in at least the preceding 2 financial years.
The CIF entitlement can be up to 300% of the FOB value of physical exports and/or FOR value of deemed exports in the previous financial year, or ₹1 crore, whichever is higher, subject to applicable conditions.
Consider a manufacturer that achieved eligible exports of ₹5 crore in the previous financial year.
Three hundred percent of ₹5 crore equals:

The company can therefore evaluate an Annual Requirement entitlement around the ₹15 crore framework, subject to the applicable SION, conditions and admissible input structure.
For businesses importing raw material every month, this structure can reduce the need to treat every production cycle as a separate isolated authorisation exercise.
Production Records and Input Consumption
One of the most underestimated areas of Advance Authorisation compliance is factory-level input consumption.
The manufacturer should be able to reconcile authorised quantity, imported quantity, actual production consumption, permitted wastage and resultant export output.
Suppose the licence allows 100 tonnes of imported input and Customs records show that 100 tonnes were imported. During EODC preparation, factory records indicate only 92 tonnes were consumed for the authorised export production.
The remaining 8 tonnes now need to be explained within the scheme framework.
If the input value is ₹1,000 per kg, 8 tonnes represents ₹80 lakh of raw material. A seemingly small 8% discrepancy can therefore become a major financial issue.
This is why consumption records should be maintained throughout the manufacturing cycle rather than reconstructed at the end.
For companies with ERP systems, the Advance Authorisation number can be mapped against purchase orders, material receipts, production batches and export invoices. This can make later reconciliation much easier.
Shipping Bill Linking and Export Obligation Tracking
Shipping Bills are central to proving fulfilment of the Export Obligation. Completing the physical export is not enough if the required export records are not properly linked with the authorisation.
Suppose a manufacturer completes 60 export shipments during the 18-month period. If 6 Shipping Bills are not correctly linked, approximately 10% of the shipment records may require additional reconciliation during EODC.
The challenge becomes larger when exports move through different ports, Customs Brokers or freight forwarders. One office may use the correct authorisation details while another may omit them.
This is why the export documentation team should maintain a shipment-by-shipment authorisation tracker.
Each Shipping Bill should be checked for the relevant Advance Authorisation reference as soon as the export is filed.
By the time the EO period ends, the company should already have a clear list of all linked imports and exports.
The objective should be to make EODC a reconciliation exercise rather than an investigation.
What Is EODC?
EODC stands for Export Obligation Discharge Certificate. It is the formal closure stage of the Advance Authorisation lifecycle.
A business may have completed imports, manufactured the goods and shipped all customer orders, but the authorisation is not operationally finished until the export obligation is properly discharged and closure is completed.
The EODC process requires the exporter to demonstrate that the authorised inputs, import transactions, production consumption, export Shipping Bills and value-addition requirements have been satisfied.
Consider a company that imported ₹4 crore of raw material and completed ₹5 crore of exports. Commercially, management may believe the programme is complete.
However, if 10 Shipping Bills are missing from the linking record or the factory consumption data cannot reconcile with imported quantities, closure can still be delayed.
The strongest approach is to build the EODC file from the first import onwards.
A well-maintained authorisation should have clear records of every Bill of Entry, every relevant Shipping Bill, import quantity, export quantity, utilisation and remaining obligation.
What Happens If Export Obligation Is Not Fulfilled?
The duty exemption under Advance Authorisation is conditional. If the exporter does not satisfy the required export obligation or has unutilised imported material, duty and applicable interest can become payable according to the relevant provisions.
Consider a manufacturer that imports ₹5 crore of raw material after receiving large export forecasts from customers. Six months later, one major buyer cancels its contract and the company’s expected exports fall by 25%.
The company may now have significantly more imported input than required for the remaining export programme.
Waiting until month 18 to address the issue can make the situation harder.
Management should immediately calculate the remaining export obligation, unutilised input, possible alternative eligible exports and whether an extension or regularisation route needs to be considered.
The financial risk can be material. If even ₹1 crore of input ultimately falls outside the fulfilled framework and the normal BCD would have been 7.5%, the BCD exposure alone could be around ₹7.5 lakh, before considering applicable interest or other duties.
This is why Advance Authorisation should be reviewed whenever a major customer cancels or reduces an export order.
Advance Authorisation and RoDTEP
RoDTEP support for eligible Advance Authorisation exports was restored from 1 June 2025, subject to applicable product rates and scheme conditions.
This is useful for exporters because Advance Authorisation and RoDTEP address different components of export economics.
Advance Authorisation focuses on duty-free inputs required for export production, while RoDTEP is designed to remit certain embedded duties and taxes on eligible exports.
The exporter should therefore avoid using outdated assumptions that an Advance Authorisation automatically prevents RoDTEP in every case.
However, eligibility should always be checked for the actual finished product. The correct declaration also needs to be made in the Shipping Bill where applicable.
For regular manufacturers, the combination of correct input-duty planning and eligible export-remission benefits can materially improve overall competitiveness.
What If Goods Are Shipped Before the Authorisation Is Issued?
This can happen when production material is urgently required and the overseas supplier dispatches the cargo before DGFT completes the authorisation.
Consider a shipment leaving China on 10 August. The Advance Authorisation is issued on 17 August, and the vessel reaches JNPA on 22 August.
Under the clarified policy position applicable in eligible cases, the fact that the Bill of Lading predates the authorisation does not by itself require mandatory warehousing if the valid Advance Authorisation is available before Customs clearance and the applicable conditions are satisfied.
However, this should not be used as a routine procurement strategy.
If the licence is delayed, rejected or issued with different input specifications, the container may arrive without the expected duty-free entitlement.
That can create immediate Customs, duty and detention exposure.
The safer commercial approach is to secure the authorisation before supplier dispatch wherever possible, particularly for high-value or tightly specified inputs.
Customs Clearance Time for Advance Authorisation Imports
There is no fixed rule that every Advance Authorisation import clears within 24, 48 or 72 hours.
A clean shipment with correct licence data can move efficiently, while another shipment may require additional Customs verification because of an input-description mismatch, incorrect quantity, Bill of Entry amendment or risk-based examination.
For planning purposes, manufacturers may maintain a 24 to 72-hour operational buffer where documentation or licence verification is possible.
The business should not treat this as a guaranteed official clearance period.
For production-critical material, even 48 hours can become important.
Suppose a factory consumes 2 tonnes of a raw material per day and has only 3 tonnes left when the vessel arrives. A 3-day Customs delay can completely exhaust the available stock.
The manufacturer may then experience production downtime even though the imported material is sitting only a few kilometres away at the port.
This is why inventory planning and Customs planning need to work together.
Does Advance Authorisation Cargo Avoid Customs Examination?
Advance Authorisation provides a customs-duty exemption but does not exempt the shipment from Customs risk management.
An import can still be selected for document verification, assessment or physical examination depending on the commodity, importer profile, transaction and Customs risk parameters.
This is why a fixed claim such as “only 10% to 20% of Advance Authorisation imports are inspected” should not be used as a universal rule.
